# STAGE C BATCH 001 QA REVIEW REPORT

Audit date: 2026-09-10
Audited package: `STAGEC_BATCH001_DATABASE.zip`
Package SHA-256: `8da514df428f58ea91f79c32e8c31fe9462bc7372ae78deaa8c16f49248331d5`
Reference baseline: `PICKLEBALL_DATABASE_APPROVED_FROZEN_BASELINES_BUNDLE_THROUGH_STAGEB_2026-09-09.zip`

This was a quality-only review. No Source, Evidence, Claim, Validation, Risk, Traceability, Gap, or QA registry row was added, changed, or deleted.

## 1. QA Summary

The packaged database is structurally valid and auditable. The ZIP passed archive-integrity testing and contains the report plus all eight required CSV registries. Independent CSV import and re-audit confirmed the packaged row counts and schemas rather than relying only on the package's own `qa_report.csv`.

| Registry | Data rows | Audit result |
|---|---:|---|
| `source_registry.csv` | 28 | PASS |
| `evidence_registry.csv` | 55 | PASS |
| `claim_registry.csv` | 55 | PASS |
| `validation_registry.csv` | 55 | PASS |
| `risk_registry.csv` | 55 | PASS WITH WORDING OBSERVATION |
| `traceability_registry.csv` | 55 | PASS |
| `gap_registry.csv` | 6 | OPEN GAPS RETAINED |
| `qa_report.csv` | 27 | PASS; independently rechecked |

No duplicate primary IDs, broken foreign keys, orphan records, incomplete trace chains, frozen-baseline ID collisions, or prohibited performance/ranking outputs were found. Six disclosed evidence gaps remain open and prevent the database from being treated as a completed paddle qualification basis.

## 2. Source Integrity Result

**Result: PASS WITH OBSERVATION**

- All 28 referenced sources exist and returned readable publisher content during the audit. HTTP response status was used only to confirm accessibility, not engineering validity.
- Source classification is reasonable: 18 ASTM publications are classified as `A1_OFFICIAL_STANDARD`; 6 WEST SYSTEM, Teijin Carbon, and Owens Corning pages are classified as `A2_MANUFACTURER_TECHNICAL_DOCUMENTATION`; and 4 FAA/NASA publications are classified as `A3_ENGINEERING_INSTITUTION_REFERENCE`.
- Each reference identifies the issuing organization, document or page title, applicable revision where relevant, and a publisher URL. FAA/NASA references also provide bounded page ranges.
- Application scopes are appropriately limited to coupon methods, material/process control, inspection-method capability, or analogical engineering guidance. None states that the source validates a finished pickleball paddle.
- Current ASTM designations represented in the registry were confirmed against the publisher pages. Manufacturer statements remain classified as manufacturer guidance rather than consensus standards.
- All `Verification_Status` values combine HTTP accessibility and content review in one phrase. That wording does not itself assert engineering validity, but automated consumers must not interpret `HTTP_200` as technical approval. See `QA-OI-001`.

## 3. Evidence Boundary Result

**Result: PASS**

- All 55 Evidence records resolve to an existing Source.
- Fifty-three Evidence boundaries are explicitly identified as direct standard scope/boundary/governance, direct institution guidance, or direct manufacturer scope/guidance.
- Two records, `EVD-C-000013` and `EVD-C-000031`, are explicitly labeled `CONSERVATIVE_INFERENCE_FROM_STANDARD_SCOPE`; their associated Claims remain narrower than the inference and require separate paddle validation.
- Source-to-Evidence content checks found no unsupported expansion into complete-paddle behavior, defect causation, acceptance, product performance, or service fitness.
- Evidence from FAA and NASA documents is explicitly marked as analogical or selection guidance where it is not paddle-specific.
- Evidence drawn from manufacturer documentation is limited to the named product form or process guidance and does not import supplier marketing claims into paddle engineering conclusions.

## 4. Claim Governance Result

**Result: PASS**

- All 55 Claims resolve to exactly one Evidence record.
- Every Claim has status `VERIFIED_SOURCE_BOUNDED_REQUIRES_PADDLE_VALIDATION`.
- Claims translate source-bounded evidence into documentation, test, process-control, inspection, or validation requirements; they do not convert material-test results into asserted paddle performance.
- No Claim converts an engineering property into product superiority.
- No Claim states that a material, laminate, interface, process, or inspection method is superior, approved for paddle release, or predictive of finished-paddle service performance.

## 5. Validation Result

**Result: PASS**

- All 55 Claims have exactly one linked Validation record.
- Validation requirements remain tests, measurements, inspections, procedure qualifications, audits, traceability checks, documentation requirements, or controlled building-block correlation activities.
- No Validation record supplies or asserts a performance model, lifespan prediction, ranking model, product score, or product-release conclusion.
- Requirements that call for correlation or capability studies define evidence-generation methods; they do not pre-state the engineering result.

## 6. Risk Governance Result

**Result: PASS WITH WORDING OBSERVATION**

- All 55 Risk records resolve to a Claim and have status `POTENTIAL_REQUIRES_VALIDATION`.
- Risk descriptions are framed as potential failure, interpretation, traceability, or process consequences. No record asserts that a paddle, material, bond, process, or inspection has actually failed.
- `RSK-C-000047` contains the literal phrase "confirmed failure" only inside a hypothetical misclassification risk: an indication may be incorrectly rejected that way. It is not an affirmative failure conclusion, but a strict phrase-only validator could flag it. See `QA-OI-002`.

## 7. Traceability Integrity Result

**Result: PASS**

- Primary-key uniqueness passed for all eight CSV registries.
- All required fields in the six engineering-chain registries and `gap_registry.csv` are populated.
- All 55 Evidence-to-Source, Claim-to-Evidence, Validation-to-Claim, and Risk-to-Claim foreign keys resolve.
- All 55 trace rows resolve valid Source, Evidence, Claim, Validation, and Risk IDs.
- Each trace row agrees with the direct foreign keys in the underlying registries.
- Every Evidence, Claim, Validation, and Risk record appears in exactly one complete trace chain. All 28 Sources are used by at least one Evidence record.
- No duplicate chain tuple or orphan engineering record was found.

## 8. Frozen Baseline Protection Result

**Result: PASS**

The four embedded frozen-baseline archives were read only. Their SHA-256 values exactly match the approved baseline index:

| Frozen baseline | Expected and observed SHA-256 |
|---|---|
| Batch0 | `1c775412663cf23bcb4f4fd44e607c17776a9ccaa600ef74195fccd082ce6491` |
| Batch1 | `04b0fc5bbfcdf00da513389e25376d7cbd6cc714929b6495cdcb6a0c81215e0d` |
| Stage A | `94945600b21d98335cf6ca763c4db58b37a541988339a48ab5ea31642f7d44d5` |
| Stage B | `3a4a12ec10d777d30cb20a02b1ab4b69a1ff3146ab5040824ace5aa035a7e633` |

The Stage C package contains additive Stage C IDs only. A comparison of all 336 Stage C primary IDs against the extracted frozen-baseline contents found zero collisions. No Batch0, Batch1, Stage A, or Stage B file is included in or overwritten by the Stage C ZIP.

## 9. Open Issues Registry

| Issue | Severity | Status | Audit disposition |
|---|---|---|---|
| `QA-OI-001` — Source verification status combines HTTP accessibility with content review | Low | OPEN | HTTP 200 is not treated as engineering validity in this audit. Source class, content match, scope, and record boundaries provide the engineering governance. |
| `QA-OI-002` — `RSK-C-000047` contains the literal phrase "confirmed failure" in a hypothetical warning | Low | OPEN | The row remains a potential interpretation risk and does not assert an actual failure. Retain as a wording-control issue for any future revision. |
| `GAP-C-000001` — No paddle-specific structural composite qualification standard | High | OPEN_SOURCE_GAP | Prevents treating the batch as a complete paddle qualification basis. |
| `GAP-C-000002` — No representative production paddle ply books and process histories | High | OPEN_SOURCE_GAP | Requires controlled manufacturer records before construction-specific conclusions. |
| `GAP-C-000003` — No paddle-specific defect allowable limits | High | OPEN_SOURCE_GAP | NDT indications cannot support release decisions without correlated limits. |
| `GAP-C-000004` — No paddle-specific probability-of-detection or gauge-capability dataset | High | OPEN_SOURCE_GAP | Inspection capability remains unqualified for paddle production. |
| `GAP-C-000005` — No validated coupon-to-complete-paddle correlation | High | OPEN_SOURCE_GAP | Coupon results cannot be promoted to complete-paddle structural response. |
| `GAP-C-000006` — No common paddle batch sampling or statistical release rule | Medium | OPEN_SOURCE_GAP | Batch-release sampling remains undefined pending process-capability evidence. |

Performance leakage scan result: **PASS**. No `Performance Score`, `Power Ranking`, `Spin Ranking`, `Control Ranking`, `Product Ranking`, or `OEM Recommendation` construct is present in the packaged files.
