## 1. Correction Basis and Scope

The independent Stage G-B4 audit decision was **FAIL — FREEZE BLOCKED** because 11 Campaign Traceability records carried populated `Conditional_Evidence_IDs` but `Missing_Control_IDs = NONE`. REV1 changes only the complete Conditional Evidence → Missing Control chain, adds an executable Traceability QA check, updates the QA total, and refreshes the report and integrity manifest.

No Acquisition Requirement, Acquisition Action, Conditional Evidence ID, Missing Control ID, Gap ID, department package or master-checklist item was created, deleted or redesigned.
